On September 28th, China National Textile and Apparel Council the 4th Membership Representative Conference, the 4th Session of 1st Committee Conference was held in Beijing. The conference listened and examized the Report on the Work of the Third Council of China Textile Industry Association (written by Wang Tiankai), and selected the 4th leading group, executive director, director of council. Sun Ruizhe was elected as the chairman of the 4th council, Gao Yong was elected as the secretary-general of the 4th council, and Yang Jichao, Xia Linmin, Xv Yinxin, Chen Dapeng, Li Lingshen, Duan Xiaoping, Yang Zhaohua and Sun Huaibin as the vice president. In the same time, in order to adapt the requirement of the new situation, to implement the industry work in a higher level, to carry forward the contribution of China Textile Union and scientific decision-making mechanism, the chairman of the group Qi Jian’er was hired as special invited vice president of the 4th council.

Over the years, Qi Jian’er has been devoting to the development of textile industry, which makes Fulida become a large private enterprise with integrated research, manufacture and sale of weaving, viscose staple fiber, new material, spinning, printing and dyeing from the state - owned farm reclamation textile factory with a dozen looms at beginning. The enterprise now is also supporting thermal power, environmental protection, trade and other industries integration development. It is understood that excepting taking charge of the vice chairman of the 24th China Textile Engineering Society Council, vice president of the Fifth Council of China Printing and Dyeing Industry Association, Qi Jian’er will also take the charge of the chairman of Xiaoshan district federation of industry and commerce, to make contribution to the industries and local economic development.
